Enclosure 2.

building at a cost estimated at $32,000 exclusive of the
cost of a new clock or of the removal of the old clock and
fitting it with new and larger faces. The sketch design
was laid on the table of the Council and generally approved
but it evoked the criticism of two Members that the Tower
was too tall for the building of which it was to form part.
In this criticism I do not concur especially taking into
consideration the height of adjoining structures and the
fact that the Tower is set back from the face of the Build-
-ing. But it appears to me to be somewhat heavy in appear-
-ance.
